In 2005, the modern European Packaging Act was accepted in Estonia, according to which the retailer has an obligation of accepting packagings either at the point of sales or within a reasonable distance from it and reimburse the specified deposit to the consumer. P.A.K. was created in 2006, with an aim to combine the Estonian-wide network of reverse vending machines for collecting, counting and processing packagings with a deposit mark – glass bottles, plastic bottles and metal cans – into a single logistics system.
In Estonia, there are about 3000 different types of beverage packaging with a deposit mark and the annual throughput of beverage packagings is around 500 millions. The number is big enough to put stress on nature and waste raw material required for the production of packagings. Every plastic, metal or glass packaging can be reused instead of continuously producing more raw materials. Recycling is cheaper and environmentally friendlier for the consumer, retailer and producer.

As a result of the Packaging Act and our activity, the use of recyclable packaging in Estonia has increased remarkably, road sides have become cleaner and the amount of empty bottles rolling on the streets has remarkably decreased. Consumers have gotten used to returning recyclable packagings, recycling them has become much more comfortable for the consumer and the extra effort required from the retailer has been brought to a minimum.
